Serving as the Member for Barkly from 2001 to 2008, he was known for his commitment to regional development, Indigenous affairs, and social justice.

Family, friends, and colleagues paid tribute to a man described as someone who "genuinely cared" and whose "unwavering passion for change" left a lasting impact on the Territory and beyond. His life was one of deep integrity, driven by a desire to improve the lives of others.

Elliot's connection to Christ Church Grammar School remained a proud part of his identity. His legacy continues to inspire those who value community, service, and the courage to lead with compassion.
